Automated License Plate Recognition (ALPR) Usage & Privacy Policy

Covered locations

This policy covers the following AVPR One parking facilities. Additional facilities may be added to this list when ALPR is placed into service at those sites.

1. Purpose

This policy governs the use of Automated License Plate Recognition (ALPR) technology installed at covered parking facilities. It is maintained in accordance with California Civil Code Sections 1798.90.5 et seq., which govern ALPR operators. This policy is intended to be publicly available upon request and posted or referenced at each covered facility.

2. Authorized uses

ALPR data collected at a covered facility is used solely for the following purposes:

• Verifying whether a vehicle is associated with a valid monthly parking account.
• Triggering an automated audio greeting or payment reminder message directed at vehicles without a valid monthly account on file.
• General parking operations, including occupancy tracking and enforcement of facility parking terms.

ALPR data is not used for any purpose beyond those listed above, including but not limited to: law enforcement purposes (absent a valid legal request such as a subpoena or warrant), marketing, or sale to third parties.

3. Description of the system

Each covered facility uses an on-site ALPR / video system connected to the AVPR One parking operations platform. Exact camera counts and mounts may vary by site; the data types, uses, retention, and safeguards in this policy apply at every covered location.

• LPR cameras: license plate recognition cameras covering vehicle entry points (and other approaches as installed).
• Overview cameras: lot or booth overview cameras as installed at the facility.
• Recorder: an on-site network video recorder (NVR) that stores local video / plate-event data for the facility.
• Data captured per read: license plate number, plate state/region (if determinable), vehicle color (if available), timestamp, and camera location/channel.
• Cloud processing: plate reads may be forwarded to the AVPR One parking operations platform for account matching and parking workflow (same authorized uses as Section 2).
• Audio: where enabled, the system supports one-way outbound audio (a pre-recorded or synthesized greeting/reminder played through a camera or speaker). The system does not record or store audio, and no microphone data is captured or retained.

4. Data retention

• Plate reads matched to a valid monthly account: retained for the duration of the account relationship plus 90 days.
• Plate reads not matched to any account (“no match” reads): retained for no more than 90 days, after which they are deleted by the NVR storage cycle and/or purged from AVPR One programmatically.
• Enforcement / dispute holds: if a specific plate read is subject to an active dispute, enforcement review, or legal hold, it may be retained until that matter is resolved, then deleted under the rules above.

Data is not retained indefinitely and is not archived outside the NVR/local system and AVPR One platform described in Section 3, except as required by law.

5. Data sharing & third-party access

ALPR data collected at a covered facility:

• Is not sold, leased, or shared with third parties for commercial purposes.
• Is not shared with law enforcement absent a valid subpoena, warrant, or other legally compelled request, or an exigent circumstance involving imminent danger to a person.
• May be accessed by American Valet Parking Response staff and authorized contractors (including AVPR One platform operators and hardware/support vendors under contract) solely for the purposes described in Section 2.
• May be processed by the AVPR One hosted platform solely to perform the authorized uses in Section 2; that processing is not a sale of ALPR data.

6. Data security

Access to each facility NVR and connected devices is restricted through the following safeguards:

• Unique administrator credentials on the NVR (default credentials are not used).
• Remote access to the system is restricted to an authenticated private network connection (for example VPN/Tailscale) rather than direct public internet exposure of the recorder.
• Access logs are maintained for administrative access to the system where supported by the hardware.
• Cloud access to AVPR One is restricted to authenticated operator accounts with role-based permissions.

This contact is responsible for compliance with this policy, handling public inquiries about ALPR use at covered facilities, and coordinating any legally compelled data requests. Include the facility address or zone, approximate date/time, and license plate when asking about a specific read.

8. Periodic review

This policy will be reviewed at least annually, or upon any material change to the system (for example, change in camera vendor, addition of new automated features, or change in data retention practice), and updated accordingly. The covered-locations list will be updated when ALPR is activated or removed at a facility.

9. Public notice

Notice of ALPR use is posted at vehicle entry points to each covered facility. Entrance signage may be paired with a QR code linking to this page. Signage should be visible to a driver before they commit to parking (at or before the entrance).

This parking facility uses automated license plate recognition cameras to identify vehicles with valid monthly parking accounts. Vehicles without a matching account will receive a one-way automated audio message reminding the driver to pay for parking. No audio is recorded at this facility.
